Introduction to QEC
The Quality Enhancement Cell (QEC) has been established as part of the key initiatives introduced by the Higher Education Commission (HEC) of Pakistan to ensure and enhance the quality of higher education across the country. Functioning in alignment with HEC’s guidelines, the QEC operates alongside similar departments as in other public and private universities and higher education institutions nationwide.
The Quality Enhancement Cell (QEC) at Newports Institute of Communications and Economics (NICE) was established in 2013 in line with the directives of the Higher Education Commission (HEC) of Pakistan to promote a culture of quality in higher education. Since its inception, the QEC has been actively involved in implementing quality assurance mechanisms, monitoring academic standards, and supporting continuous improvement across all programs. It operates in accordance with HEC guidelines and remains committed to enhancing academic excellence and institutional effectiveness.
Since its establishment, the Quality Enhancement Cell (QEC) at Newports Institute of Communications and Economics has been actively engaged in both internal and external quality assurance mechanisms. The QEC ensures the effective implementation and compliance of quality frameworks and standards provided by the Quality Assurance Agency (QAA) of the Higher Education Commission (HEC) of Pakistan. Through regular monitoring, evaluation, and reporting processes, the QEC strives to uphold academic excellence and institutional accountability in line with national quality benchmarks.
The Quality Enhancement Cell (QEC) at Newports Institute of Communications and Economics has been restructured and strengthened as the Institutional Quality Assurance Enhancement (IQAE)/QEC to align with the Precept Standard Guidelines (PSG-2023) issued by the Higher Education Commission (HEC). These guidelines shift the institutional focus beyond quality assurance towards sustained enhancement and overall effectiveness. In this context, the institute has established an Institutional Quality Circle (IQC) as a core mechanism to drive strategic improvements. Through structured assessment and evaluation processes—such as the Review of Institutional Performance and Enhancement (RIPE) and Program Review for Effectiveness and Enhancement (PREE) the IQAE/QEC ensures continuous monitoring, evidence-based decision-making, and achievement of institutional targets to in line for assessment and Evaluation process by Reviewing the Effectiveness of Quality Assurance and Accreditation Bodies (REQAAB); provided QAA / HEC national quality standards.
